PROFESSIONAL EXPERIENCE
Born in Sioux City, Iowa and raised in Washington, D.C., Douglas, the father of three sons, one daughter and one granddaughter, has more than forty years of experience in a broad range of Public Health disciplines. Much of that experience has been as a Public Health Advisor and Administrator, providing guidance and direction to federal, state, local and private/public health agencies in the design and implementation of federally funded disease prevention, patient care, health promotion, public information and public health preparedness and response for bioterrorism programs. Some of the positions he has held in Public Health include:
Program Administrator for North Carolina’s Bioterrorism Public Health Preparedness and Response Program;
Co-author of “Triple Play”, North Carolina’s first fully functional field exercise to test the State’s Bioterrorism Response Plan, Strategic National Stockpile Plan and Isolation and Quarantine Practice;
Development Lead for North Carolina’s participation in the United States’ first ever five-state (North Carolina, Virginia, Kentucky, West Virginia and Tennessee) effort to test and evaluate preparedness and response bioterrorism efforts, and the ability for state public health departments to effectively work across state lines during a full function field exercise;
Coordinator for the North Carolina Communicable Disease Branch’s Volunteer National Accreditation Program for State and Local Health Departments;
Special Projects and Community Initiatives Coordinator for the North Carolina Department of Health and Human Services;
Member of the Center for Disease Control and Prevention’s National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention’s Disparities Work Group;
Employee and Labor Relations Specialist for the Miami-Dade County Health Department;
Creator and Administrator for Miami-Dade County Health Department’s Employees Lunch and Learn Language Series for moving the Agency toward Cultural Competency;
Acting Chief, for the District of Columbia, Department of Human Services, Commission of Public Health’s Division of AIDS Education;
Douglas has also had considerable experience working with non-governmental entities and agencies. In September 2017, I co-founded KBDB3, LLC (Know Better. Do Better. Be Better.) We are an experienced, diverse, creative, multidisciplinary group of community focused Public Health Professionals who work to eliminate the disparities, inequities, inequalities and discriminatory practices and elements that plague our communities.
We create engaging and empowering workshops, symposia, trainings, events and social strategies that move people to see, think, and feel differently about ways of optimizing their total health and wellbeing. We also lead and partner with other like-minded community-based individuals, organizations and agencies to provide opportunities, exposures, experiences, and insight into the institutionally-structured systems of social order that govern the environments and conditions of where people live, learn, work, play and worship.
Through training, “ADVOCATION” (advocacy & education) and intentional programming, we build capacity, change behaviors and mindsets to create a spirit of social awareness and responsibility for individuals, families and our communities. We accomplish this by addressing and impacting the dimensions of health and wellness: Self-Awareness, Cultural Responsiveness, Diversity & Inclusion, Anti-Racism, Political Awareness & Engagement, Health Education/literacy and Empowerment.
